It’s hard to ascribe intent to a thing like cities. They’re collectives of people with varying intent.
Hard to claim today that the richest and wealthiest classes of people don’t place their wealth in cities. It’s certainly not outside of cities.

Yeah I love local pharmacies but I live so far in the boonies that the closest "good" local one is about 1.5 hours away. Safeway is the closest physical one that "mostly works"
