Why take the risk of putting something in quotes that was never actually said?
Should we think of this as 'opinion' rather than 'journalism', and in that case it's ok to stretch the truth just a little in the service of a social good?

I have no problem calling those that did these murders 'cockroaches'. Day after day, week after week, year after year young people have their lives cut short. Who is out there advocating for them? Where is the outrage? Instead, "oh, it's dehumanizing to call the murderers a mean name."

No idea if there is some kind of matrix situation that would preclude specific internal groups, but of course reporting structures could be changed.
