Why take the risk of putting something in quotes that was never actually said?

'Program' per GAO seems pretty broad. I imagine these mandated functions are now in a group not under HR or Legal, and subsumed into such that the existing group leader reporting to head of agency also fulfills that requirement as part of their duties.
