It isn’t outdated… but that’s a moote point. The airspace restrictions will keep balloons from doing much in the city.

Orders are presumed to be lawful… I.e. we don’t want you to think for yourself if it is legal to blow up a boat in the Caribbean or shoot protesters in a US city. Just follow our orders.
