If you count people by ethnicity or culture you wind up with the same problem if there’s no recognition of “multi-.” Most Americans white and black are mixed to some degree, but we don’t strive for commonality – only some politically motivated notion of diversity, which continues to divide folks.

Race is socially constructed, but most people are so heavily invested in racial identity that it’s nearly impossible to disabuse them of that without employing another version of race – something allowing them to stop and think about just how silly the idea of pure and mutually exclusive races is.
