Notable exceptions to filibuster rules:
- Budget reconciliation bills only need 51 votes
- Executive branch nominations need only a simple majority
- Supreme Court nominations need only a simple majority (changed in 2017)

Basic Rules of the filibuster:

- Senators have the right to speak as long as they wish on any topic
- It takes 60 votes (out of 100 senators) to invoke "cloture" - ending debate and forcing a vote
- The modern filibuster rarely involves actual marathon speeches - usually just the threat is enough

I have faced fascism before, in this very country. I was one of 120,000 Japanese Americans summarily rounded up and expelled from our homes at gunpoint, all for the crime of looking like the people who bombed Pearl Harbor.
