Why do you believe it's specifically sobriety? Shelters enforce many rules -- must have photo ID (not easy for unhoused ppl), strict curfews, no animals, must attend meetings. There's fear of sexual violence, items stolen. Lots of valid reasons. Does the shelter even help manage withdrawal symptoms?
