He definitely deserved it!
The Dragon managed to endure it (it was more struggling than just holding it) for about 20 minutes but then he was quite dead afterwards.
It is quite nasty to pull with the arms in that angle and the chains on the collar prevented the Dragon from pulling further up.

The Dragon never said he would recommend others doing e-stim on the chest. It is up to everyone on their own to decide if they want to take the risk or not. There is of course always some risk.
But the same applies to upside down suspension. If you mess something up, those position can be lethal.

Across the chest yes, not really the heart as the current does not penetrate the tissue that far.
The Dragon knows that many people consider that dangerous, so he does not encourage people to do so, but has to mention that he never had problems and that TENS like devices should be safe for that.
