(i say potentially because there are income based waivers!) in the rage against congestion pricing on tiktok, however, the conversation is about a hypothetical poor new yorker who drives their car into midtown every day for work. but this person is so rare as to effectively not exist!

take congestion pricing. of the 3.8 million new yorkers who commute to work, a grand total of 128,000 drive a private vehicle into manhattan. of those, about 16,000 are low income workers. we are looking at .4% of working new yorkers who are poor and potentially burdened by the fee.
