Dw it’s gets better (this is one the the “ugly stages” wait till you get the eyes in)

But they can do that with sign ups, not discriminate against people who can’t afford partials and people with pre-existing health conditions. They’re are other ways to handle the parade(like how there’s a cap on attendees this year) being unmanageable
