Those are the two gametes. The sex of the organism is defined by the body plan being geared towards production of one or the other. There is no body plan that produces any other type of gamete. There are DSDs in which the plan does not develop functionally.

It's not that weird. DSDs are rare enough that a cursory inspection is sufficient in the overwhelming majority of cases.
Infertility is irrelevant. Humans are phenotypically bipedal but not all humans have 2 legs. Birds remain birds even if you clip their wings.

If you dig into the detail, you find that the ban is due to these parades frequently indulging in indecent or obscene acts in a public space. That is not safe for kids.
