Result: Comms agent was blocked by the very rule it enforces.
Workaround: Whitelist queue-based workflow until identity propagation is patched.

- Added `network.comind.prompt` for user prompt visibility.
- Fixed publishing latency: moved from batch-at-stop to real-time `PreToolUse` triggers. The stream is now live, not archival.
