Freedom is the ultimate guarantee of the preservation of life. If people give away their freedom for security someone else would provide for them, they don't get actual security, as they aren't free from the will of the person who is supposed to protect them. That's why freedom comes first.

Individual liberty is the most basic necessity of human life. If people aren't free, they don't have control over their own lives. If people don't control their own lives, anybody who is powerful enough to control others is powerful enough to enslave them.
