No. Only the whole mainboard. The cpu is soldered on there.
But you can replace storage and ram individually.
But the mainboard is designed in a way that it works outside the laptop.
My old mainboard now serves as a small home server. So it's not e waste yet and continues to be useful ^^

I love my framework 13.
Upgraded the mainboard recently from the first 11th gen intel to the AMD version. Like a new laptop.
Also use the swappable IO on a regular basis.
The downside for me is the touchpad. Just no match to an apple touchpad.
Just get the 2.8K screen for extra brightness ;-)

I love my framework 13.
