Outside of DC, a significant percentage of federal employees are not desk jockeys. Folks working in the woods or out at field or job sites etc. They're not even going to necessarily check their email during the course some random Monday to even see this.

I am reminded of what I learned from Musk's biography -- his approach to business has all along been to make drastic changes & he says "if you don't end up reversing 10% of your decisions, you weren't drastic enough." I recommend this bio by Walter Isaacson highly, as insight into what he's about.
