How could he know what's legal when he fired all the JAGs whose jobs it was to tell him? He's no legal scholar re issues of international law. His main exp. was talking head on a network that had to pay $787M for lying. Trump claims Venezuela exports fentanyl. But it's China & Mexico that do that.
