The Chambers of Congress, the senate and house of representatives have to make absolutely certain that POTUS doesn't launch an unwarranted invasion of Greenland. It's not within his authority.

If the Congress steps up to it's obligation and declared that the US is not going to attack Greenland before the FatBoy POTUS orders the invasion. Then that will give the generals the right to deny to carry out illegal orders without fear. Congress declares war. Not the FatBoy POTUS.
