My mum was a telephone operator in the 60s and 70s. They were the “google” of their day for local knowledge. She used to sometimes get me a free connection to Dial a Disc if there was a song I wanted to listen to on repeat.

I think it’s a presentational tactic designed to make the person asking the question feel good about themselves and therefore probably less concerned about the answer.
