City of Chicago had such a program more than 20 years ago I know because I got them to do a lecture in my neighborhood and then the small area was awarded with 5 parkway gardens planted by City staff with sweat equity from homeowners. We were not the only neighborhood. Gardens still blooming.

the problem with lots of these zones is that there is almost always a sign with a higher speed on it in the middle of a zone, like a school zone. Touhy west of Harlem is one. It's confusing for drivers.

I have always thought that a Shadow Cabinet helps make more clear the differences with the party in power. while I respect the minority leaders of House & Senate committees, no one in the public thinks like that. Shadow the Cabinet.
