His role in this job is to be incompetent and reduce the FBI's capacity. It is a revenge plot not an honest attempt, and since the cronies at the top aren't actually calling the shots why not choose the guy who looks incompetent too.

More to the point, when you are wildly unqualified, doing anything to stay in power seems reasonable, though the flip side is you are ignorant to your actual power. He finds it easier to pledge fealty than to stand for anything of substance.

I hate him, I don't know him, but that sentence is impossibly stupid, it is so offensive it somehow sums up the entire game here; it's all about winning, and actively works against any system in place to help, it is like burning down the library in an effort to be a better writer.
