You mean the Jones-Shafroth Act of 1917 (which gives them US citizenship). Cause Puerto Rico would greatly benefit if the Jones Act of 1920 (the one that controls all maritime shipments and sales) were removed. Removing the Jones Act of 1920 would allow Puerto Rico to trade with its neighbors.
