In theory, yes. Even if the audio has poor resolution, an analyst may be able to dissect the audio (visually) and attempt to identify audio signatures in the data.

This is due to what is called a “noise gate”
For common recording devices: noise above a maximum-decibel will be reduced as to not blow-out the audio suddenly.
This is the same reason the audio after the gunfire takes time to recover its volume and clarity.
