I’ve read the statement at .gov.uk and there is no mention of Surrey in the first wave. Is it not that it’s just agreed to delay elections to explore further? Surrey could turn out to be such a basket case it’ll take years

I don’t understand, why is Surrey in the first wave and elections postponed, when there doesn’t seem to be any plan for an elected mayor, so not the full devolution talked about?
