Creo que dado la explicación del análisis, es a la inversa. Con menor densidad atmosférica a esa altura, los satélites inoperativos no caerán a tiempo y se llenará de basura. Eso causa la pérdida de espacio disponible.

Depends on the impact that something may have.
For instance, designing sewage water drain capacity.
Designing for average flow would mean 50% of the time you'll have overflow on the streets.
For the crest (percentile 100) will be fine for today, but might not be enough 5 years from now.
