That is a very good idea. Also as s condition of federal transit funding, mandate any tunnels must be cut and cover unless Army Chief of Engjneers says it’s infeasible (e.g. across water). That’d save billions. https://pedestrianobservations.com/2021/02/25/cut-and-cover-is-underrated
