Blame for that is attributed by many to Obama. He is said to have centralized control. I have no first hand knowledge, repeating what I've heard. The state apparatus for whatever reason is chronically underfunded. Hopefully Martin addresses that. The interview at hopium chronicles is encouraging.

He was but his relationship with the state parties was a weak spot.

Well we are in crisis and they were in the system. The state chairman from NC is a woman who is terrific but I don't think she ran. Unfortunately Obama weakened the state parties.
