To that I say, in this movie, Mario has in a sense become what he hated in the first movie. Where before he always felt small and in that way, humble, he’s now respected and has become arrogant. With Luigi along this time, he learns to recapture what made him heroic.

Alternatively. I might say that Mario too has demons and hangups that he needs to work out, and that his lack of faith in Bowser’s efforts may in fact lead to his relapse into villainy.

I’ll agree that Mario may be being harsh, but I think he’s mostly suspicious of Bowser, and doesn’t believe his rehabilitation is genuine, which I think may prove to be true when Jr inevitable succeeds in powering him back up.

I think this is meant to cast doubt on Bowser’s efforts to rehabilitate. Implying that if powered back up, he would revert immediately to trying to kidnap a woman who doesn’t love him and enslave the world. Luigi has a lot more grace for him than Mario does.
