Ellis: "I see little reason for the use of force that the federal agents are currently using. Pointing guns, pulling out pepper spray, throwing tear gas, shooting pepper balls and using other less lethal munitions do not appear to be appropriate."

No evidence that a man thrown to the ground in Evanston on Oct. 31 by agents who had his head "bashed into the ground" and was punched at least twice in the head "grabbed the genitals" of a federal agent, Ellis says.
