This sounds like you're perplexed by how investment works. If a US parent starts or buys a Cdn company (because they must to operate here), that is still a Cdn company, by law and operation.
If I go buy a controlling interest in an Idaho mine, it's still a US company and their gold is US production.

Not sure what that means. A fully Canadian company processing Cdn minerals has a sales agreement in principle with a company shipping to the US.

He can't change Cdn legal contracts, he has no standing. He can intervene in the processed earths crossing the US frontier, but that's about it. That's REA's problem, and the US DoD's problem.
