Fair point regarding the good cause threshold question. Sasho said earlier in the thread suggested that SECDEF likely delegated it to SECNAV, but if that were the case you'd think that would be expressed in 1920.6D. Instead, that instruction points back to SECDEF regulations.

To my eye (though it's not made crystal clear) the guidance and specific factors are limited to pre-retirement conduct. And I think that's really the whole point. Per SECNAV's own regulations, a retirement grade determination for post-retirement conduct is not permitted.

It goes on to say in 4(b)(2) of the enclosure that in a reopened retirement grade determination, SECNAV's determination will be "in accordance with the guidance, specific factors, and procedural requirements set forth in paragraph 2 of this enclosure." Paragraph 2 goes far beyond 1370's language.
