I think it's the only logical inference to make

This isn't to say that the constitution is crap -- not by a long shot -- nor that presidentialism is meritless. That said, I do not think either the literature or the history supports a reading of it being stabler than parliamentarianism.

I have to disagree here, leading with the many (many, many) models here of unstable presidentialism -- across LatAm, particularly.

c.f. Linz, dual/separate legitimacy, direct legitimacy (and its personalist connotations), and the rigidity of presidential elections all render them rather vulnerable
