In DC pretty much all the "circle parks" are NPS property. Smoking cannabis, consuming or even possessing an open alcoholic beverage container, is illegal and subject to fine or arrest. I've been here since early 90s. While uncommon, I have seen these arrests at times. This however is his policy.

I don't patronize anywhere that has mandatory tipping or added charges that don't go 100% to staff. I decline tipping for takeout. Places that aren't food svc or other svc customarily tipped that now expect tips get no tip; if they give attitude about it don't get any more business from me.
