Correct. But it depends on *what* they are doing and *when* - if it is area denial during a conflict do they become combatants as they are acting at the direction of the Chinese Government?

I can see this becoming a concentrated target zone - no unlike the Iraqi retreat from Kuwait on Highway 80.
