A relevant point to the fun fact: USSR was dealing with US backed insurgents while Russia is struggling with a real state backed by NATO. That might explain why.

Maybe it’s because social contracts are supposed to be fair agreements between equals — something both sides agree to and respect. If getting caught feels worse than breaking the law itself, maybe that’s a sign that the balance has shifted too much toward those who make and enforce the rules.
