1) I don't know how you'd combine an elemental power with Shatterspin, but a good Shatterspin move alone could counter a bad or so-so Rising Dragon move. Those skills sets are counterparts, so it becomes about the individual skill of the fighters. 2) No. 3) Often. 4) Yes.
