An RA is still best because it reduces filing burden and filing cost for the taxpayer, but a lack of RA does not mean they pay the same taxes to two states.

Re: reciprocity agreements (RA)- an RA between NY & NJ would mean a worker would not need to FILE in both states. Even without an RA, taxes would be withheld in the state worked then credited against taxes in the home state. After accounting for the credit, workers only pay taxes to one state.
