The most common form, a public body led by appointed leaders, is as likely to lock in bad policy as it is good policy (and "bad" governments are a lot more willing to break the rules to get what they want than "good" ones anyway)

If your position is that elected governments are shit by default then the solution that follows is to create institutions that are outside of popular control, whether that's technically-public stuff like the BBC or Bank of England or private bodies.
