For goodness' sake, you suggest passive measures are crucial to yield civil war. But civil war typically arises from accumulative socio-economic & political tensions, rather than mere advisory notions. While the unwinnability of a conflict can deter it, overbearing optimism can still lead to it.

Well, those evil mortal gods are real descendants of the Clash of the Titans (government forces). Kind of like the warriors that no citizenry is willing to clash with until enough reach its tipping point. Can the populace turn civility into a rallying cry (revolutionary civil war)?

Military schools are letting biological guys practice with women's teams as long as no girl gets deprived. Trying to be fair to biological differences, some still worry about the unfair impact on transgenders, and the definition of 'sex' is biological, which is a sticky point in sports discussions.
