Ok. So a single instance is not enough to trigger anything, and FIRE is trying to make sure the government doesnt get power it can abuse. But repeated instances, whether from students or teachers, could constitute harassment. Is that kinda right?

If the latter, would it help if FIRE were to clarify that using the wrong pronouns, knowingly, could be harassment? If this has already been covered somewhere by you or FIRE, I would appreciate knowing where I could find that. Thanks.

Is FIRE arguing that merely using the wrong pronouns for a student does not meet the requirements of harassment? Or, is FIRE trying to prevent government from getting additional power over speech?

What I am confused about is that while a teacher can use hateful/bigoted language while teaching/ speaking on it in general, if they were to use it to address a student, with the intent of harassing them, that obviously(if I understand) wouldn't be protected.
