Then put that network in the hands of a company who can do whatever they want with it. who's going to punish them ... it's an end for the concept of privacy or any expectations of it in any public space across the planet... connected to low orbit wireless and higher orbit back haul... going to who?

data ingress for surveillance using the cars as edge compute. get enough of them in an area and make an adhoc wireless surveillance network that's impossible to knock down without taking out all available signal bandwidth... you can do a lot with a mobile compute fleet and absolutely no morals.
