I think if the US isn't allowed to tax the value of that stock then I, the newly minted billionaire, shouldn't be allowed to use the value of that stock for loans that would allow me to live a billionaire lifestyle without selling that stock.

Sure, but Heavenly Creatures and The Frighteners were in there too and proved to Hollywood that he could make movies for both critics and mainstream audiences with solid writing and well planned effects sequences.

If you are GMing a VTT game it's actually fine to use Chat GPT to help create some assets like art of NPCs or landscapes that enhance the player's experience unless you are running your game for profit.

Is there a line for you at all? For example, if you asked it to generate a 5th level female gnome paladin NPC for an encounter, would that be ok or no?
