There's so many competing factors it's hard to imagine what exactly "better outcomes" looks like in practice.
E.g. bringing infrastructure to rural residents sounds like a great thing, but I appreciate that it would come at a cost beyond $$. So what might a better balance have looked like?

I think holding developers/projects to higher bar to change outcomes makes sense.
Out of curiosity, what would you have liked to have seen different? Was there any way to make this project doable (even if the devs wouldn't go for it), or should we be prioritizing other kinds of projects altogether?
