Congestion Pricing money was meant to pay for the 2020 to 24 Capital Plan. After years of delays the money is finally being bonded out (MTA is borrowing based off of the revenues from congestion pricing). By law it is for capital projects only. Fares pays for the operations budget.

Congestion pricing money is lock boxed by law for capital projects and basically entirely bonded to pay for the 2020 to 2024 Capital Plan. Fares are for the operations budget. A 4% fare increase every two years is sub inflation and at a flat fare compared to other metros is still a great deal.

And I'm not some hurp durp transit should entirely pay for itself libertarian, but you have to see the value of transit being insualted from political turbulence and funding games on the operations side to be a major plus.

Free transit is basically done by no world class system. The best systems are at least someone self sufficient operationally through the farebox (HK MTR, JR, Toyko Metro). Value capture, government grants and addl subsidies would go far better towards capital improvements and expansion.

The system was in major disrepair by 1948. You can argue that lack of reinvestment during the 70s fiscal crisis led to the failure of Program for Action, but the system would have been better off if it wasn't in such disrepair at the start of the suburbanization craze.

And I can point to 50x other global examples that aren't and run better (HK MTR, JR, Tokyo Metro, any of the Chinese Metros with distance based fares, London Underground).

Also, championing with how low the fares were until 1948 is trippy because that frozen 5c fare contributed to so much of the systems deferred maintenance issues in the 60s/70s.

I won't lie though, LIRR is better because of the price premium. Would support maybe just the off peak city ticket being the standard regional metro/rail price within City Zone (or have a few cars like the 1st Class cars on the MTR or Green Cars on JR) for price segmentation.

Every other free fare experiment abroad basically showed that free transit cannibalized from active modes. And virtually no world class system operates fare free.

Transit costs project does attribute overstaffing as a contributor, I think they used thr example of TBMs here being staffed with 2x the amount crew than in Italy.
