NEW: Last week, Austin Police Chief Lisa Davis doubled down on the city's phased reopening of Sixth Street to vehicular traffic. Now, APD says it is had decided to halt the pilot program until it is clear that the NOLA attack was isolated.

NEW: With all vote centers reporting, Mike Siegel appears to have won — receiving 51.2% of the vote in the District 7 Austin City Council runoff, unofficial results show. He sits 206 votes above his opponent Gary Bledsoe.
Update: The margin in the D7 race has thinned. Bledsoe now leads by 52 votes with 40/51 vote centers reporting.
