そもそも20年近く前からデンマーク国民・EU国籍人以外は教育は有償ですから2023からなどという通達があるのは変です。どこかでlost in translationが起きているようです。シェンゲン条約が絡むのもおかしいですが。目的は支出のコントロールで有償化はツールです。まず大きな支出はSUであったり無駄なカリキュラムの是非ですから、これらを飛ばして有償化はおかしい話です。現政権の教育改革アジェンダにも有償化はありません。
