The luggage aspect is also a factor. Buses are designed for people not cargo. Capacity of passsngers can quickly be reduced if lots of people with big luggage. And luggage isn’t paying for seats

Have to ensure additional frequency to prevent pass ups when increasing ridership though so regular peninsula passengers aren’t left behind when busy flight etc
