College hockey transfer portal take: it has impacted competitive balance, but not for the reason everyone said it would.

In terms of who is transferring it's mostly middle tier players who have underperformed at big programs, or overperformed at small programs.

I watched that with multiple people who are brand new to college hockey.

Explaining to them that the shootout sort of counts in the standings for the regional tournament, but does not factor at all in qualification for the national tournament was an impossible task.

Was trying to quickly count the number of key PK guys BU lost to graduation/NHL this offseason, but I kept losing count because it was so many.

On a TOI basis the guys lost must be 80%+

While I am the preeminent college hockey advocate of "actually home ice doesn't matter as much as you think it does" a game at Maine might be the exception to that, even beyond North Dakota.
