Anyone can take in any piece of mail and ask for hand cancellation. If someone can’t go in for whatever reason, they can ask a family member or friend to take it in for them.

Our local USPS is more than happy to hand cancel any mail….just have to ask. Anything time sensitive, I always request that. Yes, you have to go in to the window. But that’s a small price to pay when something needs postmarked by a certain date.
