I like Chloe a lot. I think she's entertaining. But people always use her incomplete redemption as evidence of the show's "bad writing". Marinette, one of Chloe's victims, would've been justified not giving her the miraculous at all. But she did and Chloe proved irresponsible. That's her own fault.

I think you misremember Ladybug's motivation for leaving out Chloe: she had a history of bad behavior, Hawkmoth knew her identity, putting the rest of the team at risk, and Queen Bee willingly put civilians in danger to boost her ego. Ladybug wanted to give her another shot but Chloe was volatile.

Since you list characters like Sunset Shimmer, I think you may have expected a similar arc to happen with Chloe and when it didn't, the surprise of that itself left the bad taste. The writers subverting the expectation and saying "sometimes, people just choose to be bad" upset a lot of her fans.

It's alright to disagree with the direction of the show, though. I respect it. I just dislike it when people call a show like miraculous ladybug "bad" because the writers' vision didn't align with their own. That's what fanfic is for. The show is still good.

It gets more complex as the seasons go on. The miraculous are based off the zodiac; it makes sense there'd be just as many holders. As far as Chloe, lots of people think she deserved redemption, though when given the chance, she chose ego over altruism. That's a character flaw, not a writing flaw.

I think there have been, since Bunnyx seems to only intervene in issues during Marinette's lifetime. She hasn't concerned herself with stopping wars, plagues, or famines from other times in history (as far as we know). She has a pretty strict "look but don't touch" policy.
