Everything I can find for the last ten-twenty years shows an increase in rent outpacing increase in income which, since it's often surveys of cost heavy cities, people leaving due to high housing costs would make income go higher

Then for homelessness assuming a over is 0-30% AMI would any services be tied to it over drugs, employment, school, etc or mostly a focus of getting people off the street and going from there
