I would never go to the lengths Luigi did but I understand that change is made through drastic action as we've seen in history. Those in power won't wake up one day and change their ways when they stand to benefit from the current system. Protests are met with police force. Judges are bought.

I believe the majority of people have been fed up for awhile but are too complacent or scared to take action or speak out. I definitely feel like that. It's easy to complain in our day-to-day lives to those around us but it's hard to make that change happen, especially when the odds are against us.
